priority to increase the production capacity for all the reasons he relayed out. shannon: that ties into defense spending the debt ceiling you say the need to be robust conversations about how we are spending our money and how we handle this moving forward for the white house the president said absolutely zero negotiations for their when they clean about and that is it. this of the president said when he is vice president back in 2011 about people who won't negotiate over the debt ceiling. >> how you explain the fact that grown men and women are unwilling to budge up until now instill some of them are still unwilling to budge by taking an absolute position my way or no weight? that is not governing. that is no way to govern you cannot govern that way. shannon: that's not governing. so i essentially play this game now? it's a teacher in five or six months were out of options and blame the gop? here's the problem. hakeem jeffries a new minority leader on our side put this

quite well. the democrats position right now as we have incurred the debts. we have to raise the debt ceiling to pay those debts. we should not be negotiate whether or not we should pay her bills for that is our position you can argue with that we need a clear fiscal plan for the future as well. i would applaud an effort to get there. but what the republicans have not done this is what congressman jeffrey said so clearly, they have not put a plan on the table. okay, you don't like the idea roy teresa debt ceiling. we hear vague statements about how we need to cut spending. what needs to happen right after republicans don't want raise the debt ceiling without cutting spending and obviously don't to raise revenue, put a plan on the table. what are you going to cut? shannon: had even played in the table if you have an administration saying we won't discuss this with you in years ago they said that's not governing. >> that is not hard to put the plan on the table and then you do what you're doing right now, you say we have a plan you are refusing to talk about it.

right now the republicans don't have a plan. their plan as led by the extremist and their party's to complain about spending, not raise the debt ceiling but not actually offer a plan that says this is what we are going to cut. that is what needs to happen right now. if the republicans believe in this, give us an option and then we can argue about it. but right now they've not even put a plan on the table prodigious that they don't teresa debt ceiling. i guess i like some of plan on the table. there is that's what's not is true. shannon: the white house says no what is that mean? west democrats have a position our position is raise the debt ceiling pay the bills for that is our position were not going to negotiate with ourselves that's our position of the republicans want to put something on the table in saint this is what we want to cut, then we can have a conversation. but that is where we are at in the negotiation okay? we've got to see a plan or don't

having to negotiate about. shannon: quickly went to ask you served on the intel committee spent a lifetime dealing with classified documents. can you give us a sense for how you handle classified documents and do you see a scenario in which these ended up in people's homes and offices? >> first of all is an entirely different situation of the executive branch the legislative branch but how i handle classified information is i go to the classified information. go to his skiff, go to the pentagon, go to the white house i don't have any classified information because in congress, we have secure settings but they are not in our offices buried in the executive branch of classified information for number of different places but it has been handled poorly by multiple administrations. that much is clear ready to seriously look at how it is this information is got out in different places but hope we can avoid any partisanship on this because there is egg on everybody's face in the situation but we should look into how that document is got here. the specific argument cotton has

when you start this "washington post" had a piece yesterday and getting the police under civilian control and not killing people may require drastically reducing the number officers and other powers while crating entirely new public safety agencies led by non- cops to replace existing police departments, ted you understand all different sides of this, what is your reaction? some somewhat opposed to what the washington post is wanting to put in place. i believe that long officers quite natural should be the right and proper thing. i think this should be under the control of law enforcement. and when you look at what happened in memphis, tennessee it is the exception and not the norm. you have a lot of good men and women throughout this country who serve in law enforcement. they go out there every day and protect the citizens in their community. i am somewhat opposed to that to

be honest with you, shannon. >> we have state investigation federal investigation for jonathan to the federal investigation is a civil rights part of it may be premature at this point, explain. >> it is premature. this is not uncommon to see officers lose control unfortunately in a physical confrontation. the most likely explanation this is a lack of training and a loss of control. but, the administration decide they want to watch a civil rights investigation we saw the same thing happened in trade on death i raised the same questions they are. when you create a civil rights investigation it can complicate things for people there's a long road you wait for the state investigation prosecution to be finished and then you launch your federal side. in trade on margin in 2015 they just quietly ended that investigation.

blessings of civil rights investigation are some positive aspects you take it seriously. it can also amplify to believe this was caused by racism. you fulfill that narrative. it is not clear that is the case here. looks like a bunch of officers who lost control with no supervision it seems like precious little training. shannon: in your time spent this late in the bottom line the excessive force is what this was for the talk to policing experts asa even mr. nichols was lying on the ground none of the officers attempted to help them which is a violation of the duty to render aid. those with a whole series of tapes is horrific. but watching their being propped up on a car after he has been beaten waiting for medical care, not getting it. we are told there could be more charges potential for these officers and other people involved in that response. >> shannon i think that's right for what we saw unfold on that but he was a total loss of

humanity. so difficult to watch as minutes unfold on that video. that is right there so many people involved in this whole situation. the initial officers that were involved in pulling over at mr. nichols. but also people who responded. as a city of memphis and safari have to sam impressed with the way they handled this. they moved quickly, they move decisively. a broader net in cass city and local law enforcement looks at everyone who played a role in this horrible scenario. where there different things people could have done? could other responders have done more? this is an important turning point the charges and brought against the officers but be surprised if ultimately doesn't cast a broader net and include other people involved in the situation. shannon: because of your d.o.j. expertise i went to ask your question of classified documents as well. there are two special counsel investigations going on former president trump thomas current president biden were at the end of these investigations by

special counsel how much difference as the attorney general give to those recommendations does he have autonomy with regard to any prosecutorial recommendations customer how does that work? are screwed question the end of the day will be the attorney general's call each of the special counsel was presumably going to present some sort of recommendation to the attorney general. maybe less certain in regard to investigation to biden shows justice department policy to not indict a sitting president. nonetheless it's ultimately going to be merrick garland's decision on how he was to perceive it is not required to accept the recommendation of special counsel but if he disagrees or do something different that will serve the open him up to a lot of public second-guessing and questioning as wait a minute he appointed these special counsel's precisely entrusted their judgment you trust them to get to the bottom yet they are defying the recommendation. sogeti can reject the recommendation comes with a lot of political risk. shannon: political risk. let's talk about politics another vein this georgia grand jury essentially looked into

officers because i think the any willis has it in mind charges are imminent. she has use that over and over the word imminent. i do believe charges are going to be coming down. and there is a great possibility if i was donald trump i might not sleep in and be very, very concerned as to weather is going to be charged in the state of georgia. i have always believed if there were going to be charges brought first is not going to be on the federal level with it would in fact to be in georgia. i anticipate something happening very soon. >> we think jonathan? >> i don't think this to be a sleep deprivation moment. this is still a relatively weak case if it is based largely on that phone call work former president trump says all i need is to redefine this number of votes. you can do that in very different ways but from trump's perspective is trying to say there doesn't take many votes
